It's funny to think about just how utterly incompetent the Council was at their job. Despite putting the fleet on alert status for an attack and posting fleets at the Mass Relays along the path connecting the Citadel to the Terminus Systems, they were still caught off guard and out of position by a surprise attack they knew was coming.
