For the idiot characters part why people like them? Ok, I am gathering information from MAL and animesuki, but I think people like them because they have a potential to grow.
I am going to use 2 protagonists from the Precure franchise and I know you don't watch this franchise so bear with me here, Mana from Doki Doki Precure and Megumi from Happiness Charge Precure. Many people hate Mana because she is so perfect and competent that people called her a mary sue, and many people like Megumi because she has many faults and has room to grow. But that's from anywhere but Japan so I maybe wrong. Personally, I like Mana because she IS competent and I hated Megumi because until episode 30-ish, she really doesn't grow much plus she is kinda a moron.
As for the toy cars, there is actually a Mini 4WD toy car line which spawns some animes like Dash Yankuro and Bakuso Kyodai Let's and Go.
As for Drive itself, I am not into cars myself. I usually saw cars as a form of transportation to go from point A to point B faster. The series itself doesn't really hook me in but I do feel interested. So I give this series a few more episodes to see whether I enjoy it or not.
